Ukraine endured an extremely dangerous day of Russian attacks stretching from western regions to the front-line areas, with ballistic strikes hitting Odesa and parts of the city losing power. President Zelenskyy warned that Russia is preparing to intensify attacks on Ukraine’s infrastructure as the country moves toward fall and winter.

In this update, I break down the scale of the attacks, including more than 500 Russian attack drones reported during the day, the suspension of rail service into Sumy, strikes on civilian and economic targets, and the growing pressure from sharply rising fuel prices. At the same time, Ukraine continued striking military bases and industrial targets supporting Russia’s war effort.

We also look at Vladimir Putin’s latest warnings about European troops in Ukraine, the response from Peskov and Lavrov, Zelenskyy’s warning that attacks on Ukraine’s energy system will receive a response, and the increasingly hostile rhetoric surrounding possible negotiations. Finally, we examine new reports that Russian forces are again actively using Starlink terminals for communications and drone operations.

I examine the reports of a possible pneumonic plague incident linked to a BSL-3 laboratory in Russia’s Irkutsk region, where a laboratory worker reportedly died and nearly 200 people were said to be under observation. Local restrictions, including hospital limits and a mask mandate at the Irkutsk aluminum plant, contrast with official claims that the epidemiological situation is stable. I separate those reported facts from what remains unverified—and explain why Russia’s record of contradictory messaging makes careful sourcing essential.

I also assess Dmitry Medvedev’s threat involving Russia’s Rassvet satellites and Starlink, Ukraine’s race to counter faster jet-powered Shahed-type drones, and the ChaharNik system designed to cut the fiber-optic control cables of FPV drones. Finally, I cover Zelensky’s stated plan to intensify strikes on Russian oil infrastructure, damage in Kyiv, humanitarian concerns in occupied Oleshky, and Germany’s announced military and energy-repair support.
